[ingo] No rules shown with sieve

I read that, but still couldn't figure out what to do. How to migrate  
the existing

   $backends['imap']['disabled'] = true;
   $backends['sieve']['disabled'] = false;
   $backends['sieveparams']['utf8'] = true;

to the new format. I could use some guidance for the last line here,  
since I have no idea what to do with the Ingo::RULE_ALL part from  
'ingo/config/backends.php'.
