[ingo] Default Spam filter rule doesn't work with Sieve

I have already done it because the only change to select spam level is 
in numeric form in default spam filter rule options.

Because of Ingo misbehaviour the resulting Sieve spam filter rule with 
selected spam level value 5 is incorrect as I mentioned in my opening post:

  9: # Spam Filter
  10: if No strings specified {
  11:     fileinto "Spam";
  12:     stop;
  13: }
