[ingo] Enabling spam rule by default

Hi I need to enable spam rule by default.

I tried changing:
s: 7: "enable" b: 1; to s: 7: "enable" b: 0; after
Ingo_Storage :: ACTION_SPAM part in $ _prefs ['rules'] ['value'] but  
it did not work.

What would be the procedure so that when a new user connects by  
default will have enabled the Spam Filter with level 5 and moving  
messages to spam folder?
