That could be for lots of reasons (firewalls, tcp_wrappers, ssh settings
(e.g. ssh v1 or ssh v2), trying to connect to another host than your
web server (java won't allow that), etc.

Can you verify that you can manually make the ssh connection you are
trying to make?  And what your configuration options are?
