Chuck,
    Sorry that wasn't very detailed. I am using the cli-backend.sh. What I meant to say was that calling that script just hangs, no reponse of any sort. So I tried wget and lynx directly from the command prompt exactly as the shell script has them and I get returned to the main login page. Here are the details of conf.php:

$conf['cli']['user'] = 'admin';
# I think that the above is now depreciated?

$conf['auth']['http']['username'] = 'admin';
$conf['auth']['http']['password'] = 'xxxxxxx';
$conf['auth']['http']['ips'] = array('127.0.0.1');
