[jonah] Weather Forcast

There is a fix on the weather server site, I haven't looked at it yet but it 
seems like a little bit of work to fix. The server format change seems perm. 
So I would think eventually everyone who uses jonah will have to switch over. 
New format uses ID rather than City/State.
