[jonah] The Weather location pull down in options is empty.

I found my problem with the weather pull down.

The table jonah_weathercountries is empty, however I notice that
config/metar.php has the list of weather stations.  I didn't find an sql file
with the metar information.  Is this supposed to be done from within Jonah
reading from the metar.php file?

I could create the sql file for the project if it is missing and supposed to exist.
