I've put a new weather.php at 

https://mail.ph.utexas.edu/patches/jonah/weather.php

which seems to work fine.  It is very large, so it takes a long time to load
the selection box in the options.  But no problem once you select the
station.  Also, the array index has changed from "city" to "citystate"
so you will need to reset your weather station once you install this.
And last, it only contains US weather stations so far, no other countries.

I've not yet regenerated the tsv files.
