[jonah] Still get weather from San Diego

Drop the jonah_weatherstations table from your horde database, recreate the 
table as shown in the original jonah_weather.sql script, and populate it with 
the data in the new .tsv file the perl script creates.  See the README file in 
the jonah/scripts/db directory for details on importing the tsv file.
