No idea.  You can if you want.  Shouldn't hurt to ask.  But I don't think
it is required.  AFAIK it is a "free public service" kind of thing.

Best to post it on the web, and post a link to it on this mailing list.
Then any one who wants it or wants to work on it can do so.
