[jonah] Character set

I want to use ISO-8859-1 everywhere..  ..but I seem to run into trouble 
in some places. This last time, it was in Jonah's internal news (list) 
delivery function.. where I got the message (RTF) sent out as UTF-8. An 
Outlook 2000 recipient did not seem to like the content at all; the 
message text was displayed with spaces and '=' characters .. (the news 
text originally contained 8bit national characters).

Is there a way to force Jonah to do ISO-8859-1 ?
