Seems like the fix is:

1) Change 9999 to 2038 (or 2037?)
2) Hope the unix gods fix this and upgrade all your unix systems before 2038

Switching to a different OS is often sited, but as long as people program 
in C and use the C run-time libraries this is pretty much plateform 
independent, since it is coded not only in unix but into the C libraries.
