[kronolith] haspermission() error and fix

If you are recieving Errors about haspermission(), I have found the problem.

The problem is that the categories table has changed slightly from the previous
version.  

You need to alter your table to include:

ALTER TABLE `newhorde`.`horde_categories` ADD `category_order` INT AFTER
`category_parents`

This took care of the problems on my box.
