Hm.  The Red Hat 8 stock PHP 4.2.2-17 RPM has "short_open_tag = On" in
/etc/php.ini (and so does the Horde-custom 4.2.3 RPM I've done for Red Hat
7.x).  Both show On in phpinfo() for me, and I haven't touched them.

What leads you to believe this is really a Red Hat 8 problem?  What RPM
are you using (what does "rpm -q php" say?)?  Did you alter your php.ini
file (or have one left over from something else)?  I'd like to confirm or
dispel this.

(If you're not using RPMs then it's clearly not a Red Hat 8 problem.)
