I think the first option would be better, and it should be possible to make it
pretty useable/intuitive, I think.

Another option is to add resources as "attendees" that must be invited to an
event, and which will automatically accept an event if they're free for it and
reject it if not. Some management for overriding a resource's schedule would
probably be needed, but it's another idea.
