The problem, in this case, would be that there could be fourty groups.. and
having fourty calendars seems somewhat of an overkill. I realize the
per-event permissions issue would cause all kinds of headaches and most
definitely performance hits.. 

But one part of the proposal still isn't solved by having a per-group
calendar.. I don't want entries from these schedule calendars displayed in
the "global" calendar view.. only when someone specifically selects this
calender should the entries be displayed.

Why don't you simply add two calendars, one for each group? And no, there
are no permissions on event level, only on calendar level, and we won't add
them.
