I restart httpd each time I make a change.
Don't know why logging is thin.
PHP.ini is set to E_ALL, confirmed vi phpinfo()

I can't even create a php log. I've tried setting it to the tmp directory
and others (currently set as shown below)

display_errors On
display_startup_errors On
error_log /var/log/httpd/php_error_log
