[kronolith] How to use: reminders.php

I see the scripts/reminders.php script in there, and I'm excited to use it! :) 
How is this designed to be run?  Is this support to be cron'd, or is it
designed as a daemon?

I couldn't find any docs outside of the TODO:

    - Finish scripts/eventd to flexibly send reminders.
