I was hoping this was a common problem with a common solution.
Specs:
Windows Server 2003 Standard Edition (with IIS 6.0)
PHP 5.0.5
Horde 3.0.5
Kronolith H3 (2.0.3)
The database does work. I can add and edit events manually. Everything
seems to work with the exception of the login not being logged and importing
not working.
Another possible thought: Would installing PHP via the installer, getting
the error that it can't run the install script, uninstalling, and
reinstalling manually possibly have any effect?

How should we tell if you don't give us anything to start with? For
example a version number or example data?

Did you upgrade from an older Horde version? Then you didn't read the
upgrading instructions.
