[kronolith] Alarm message date format not localised

So, the messages generated by Kronolith reflect the server's locale
setting, rather than the user preferences?

I reckon, the date format should conform to the date_format
set in the  "Options for Horde" / "Locale and Time" window.
How can this be accomplished?
