No, I would start from an existing view, and make sure that all  
interfaces are implemented the same.

No idea, but I personally didn't hear from anyone yet.

It depends on how different the view is from the ones that exists.  
Ideally you could copy an existing view and customize it to your  
needs. If you need something completely different, that much harder of  
course.
