[kronolith] Where does the Add resource option comes?

In traditional view, there is a link to that page (if you are logged  
in as an admin) on the right hand panel "Manage Resources", right  
under the "Manage Calendars" link.

In Kronolith 3.1, this will be possible from the dynamic view as well,  
by clicking the '+' icon next to the "Resources" header - again,  
assuming you are logged in as an admin.
