Sorry for being unclear. I have changed the value for "Timezone Lookup  
Settings" in the Horde configuration page. The default is the ftp URL  
"ftp://ftp.iana.org/tz/tzdata-latest.tar.gz". I tried  
"http://www.iana.org/time-zones/repository/releases/tzdata2013c.tar.gz" and  
"file:///var/www/horde/config/tzdata.tar.gz", but Horde always tried  
to access the ftp location.
