We may be onto something here. I just noticed that when I create a new  
calendar event, the date is displayed as '03-09-13'. This doesn't  
match with either the full 'Tuesday, 03 September 2013' or abbreviated  
'2013-09-03' formats that I have configured in Global Preferences ->  
Locale and Time. The strange thing is that both the full and  
abbreviated formats are displayed in the horde/kronolith/#month view.  
Only the new event popup seems to use a different format.
