Actually this doesn't ring any alert bells. I am sorry.
Can you please verify:
- memcached reacts in a timely manner and the cache has a reasonable sice
- /var/www/html/tzdata-latest.tar.gz is readable for the apache user
(wwwrun or www-data in most distributions)
- sql database has appropriate read cache (you can use mysqltuner to get
hints on this)
- Overall server load, iowait, etc are reasonable (top, iotop)-
