    I resolved that problem. 
Description for temprorarily solution;
foreign (turkish) language description cannot parse (like
/tmp/sess_28eeddf941c02d120a2c02c389dac2b7) in session file. problem is
horde_language|s:5:"tr_TR"; 

And horde/lib/NLS.php file i changed 

/* The browser supplies a list, so return the first valid one. */
--            $browser_langs = explode(',', $_SERVER['HTTP_ACCEPT_LANGUAGE']);
++                $browser_langs = explode(',', 'en');

Problem was resolved now. But this is a bug.

Hi,

I have a problem, username and password box don't show at mimp login.php page.
login.php show only "Welcome to Horde", mail server drop-down menu and "Log in"
button some browser (Explorer and Netscape). How can i do for show username and
password box at Explorer and Netscape versions?.

Additional problem is turkish character don't correct displaying at all
browsers.

What is your suggestion?
