[mnemo] license inconsistency

I just saw that we refer in the file headers to the COPYING file and claim
the code being under GPL.
In fact there is no COPYING file, but a LICENSE file that claims the code
being under the Horde license.

So which one is true? I didn't check all other modules but there might be
more inconsistencies.
