[nag] Nag still been developed?

Is nag still been developed?
I am having problem installing it, but before I even try to research the problem further I just wonder if 
this module is been used/develop.

About myself..
Brand new to horde and find the documentation a bit lacking.
So far I got horde installed. I was able to get horse/test.php to show up. Index.php also shows 
something, but I have no idea how to add users.

Got nag of CVS. copied to a directory and ran index.php.. the browser sends request to the browser, but 
it always keeps waiting.
