[nag] patch for error editing shared tasks lists

Hi,

I kept getting 'permission denied' errors when trying to edit shared
task lists. Using kronolith as a working example where I can edit share
calendars I think I tracked it down to
nag/templates/tasklists/javascript.inc where & is not getting
replaced by & in the editURL which confuses edit.php when it gets opened
in a new window. See the attached diff.
