  I tried what you suggested -->

root at jupiter[2]> pear upgrade Net_Traceroute
No release with state equal to: 'stable' found for 'Net_Traceroute'
root at jupiter[3]> pear upgrade -f Net_Traceroute
Warning: Net_Traceroute is state 'alpha' which is less stable than
state 'stable'
downloading Net_Traceroute-0.21.tgz ...
Starting to download Net_Traceroute-0.21.tgz (4,987 bytes)
.....done: 4,987 bytes
upgrade ok: Net_Traceroute 0.21
root at jupiter[4]> /usr/local/apache2/bin/apachectl stop
root at jupiter[5]> /usr/local/apache2/bin/apachectl startssl

  However the result is still the same error.   Running:  PHP 4.3.10 
with the following:

at jupiter.mcservices.com.au Port 80

  And the OS is Solaris 10 with all required locales etc installed.
