[rakim] New -- Help -- Need conf.php.

I have read the INSTALL file, and it eludes to using the Horde administration 
to create the conf.php.  I downloaded the the current stable release of Horde 
today, and the administration doesn't appear to be there, nor is it a seperate 
project on the Horde Projects list.  

If anyone has information on how to generate the conf.php file for Rakim, let 
me know.....
