[sam] file driver

contains a patch for a file driver for the sam module
makes the presumption that spamassassin installed in default uses a
.spamassassin/user_prefs for each individual user stored in their home
directory.
in the conf.xml you'll see the configuration requirements, basically all it
needs is to know where a default users configuration file is found.

I'm looking at writing a ftp driver as well, if time allows.

I'm sure the above drivers could use a bit of cleanup though, would
appreciate feedback.
