[sam] What's the deal with SAM?

So what's the deal with this module?

There is no information at http://www.horde.org/sam.
There are no packages at http://ftp.horde.org/pub/sam.
There are files in the CVS repository but there is no conf.php even though the
doc states to make changes to it.

What does it do, how does it work, and how do I get a copy of it.
