They did have a 1.0 "release" before they became part of CVS.

At the time of import into CVS, it was already at 2.0, so they were
imported as RELENG_2.  I never bothered to save any of the older versions,
so I had no 1.0 to commit/import.

It would make the versions very inconsistent, making essentially two version
1 releases, and eventually two version 2 releases.

I admit that the version tracking/labeling in the modules has been done
really poorly, and not updated consistently throughout (docs, version file,
etc).  I'm hoping to change this in the near future by actually trying to
come up with a code versioning scheme and stick to it.
