Consistent with what you say below.

There's the problem :)

Did you restart your inetd daemon after adding that?

It should be something like:

poppassd : localhost : allow

Is that what you meant?  If not, try something more like the above.

Any firewall (ipchains, iptables, sunscreen, etc) running on the machine?
