[sork] Can't display chinese(Big5) (Revised)

I only use IE6 on win2k but IE6 on other platforms(win98,winXP) are no
problems.
Another things are when I use other platforms, there are not any special
change on interface when I selected chinese. If on win2K, all of text
changed to ???.
