That's the rub.

Nope, so we'd have to create one inside passwd, like IMP does for its 
hooks in Horde 2.x.  Could be done, using IMP as the template.  Just not
sure if I want to or not.  It really doesn't gain too much, or at least
people haven't been asking for much additional functionality in this area.

Still open for comments (or patches).
