I resolved the problem:
after my installation of poppassd on Linux RedHat 7.3 , I haven't found the
file /etc/pam.d/poppassd
That file has to exist and to be equal to /etc/pam.d/passwd
So I have:
cp -f /etc/pam.d/passwd /etc/pam.d/poppassd
Now it works fine.

Something like:
% telnet localhost 106

Escape character is '^]'.
200 poppassd v1.4 hello, who are you?
user test
200 your password please.
pass testpassword
200 your new password please.
newpass newpassword
And see where/if it fails.

Test by hand. Maybe you need to supply "myusername at domain" to it?
Other options are encryption problems, or "strange" passwords that cause
problems...

Sure it is. But is it making it to the poppassd daemon correctly?
Could also be the username perhaps...
