i contacted plesk and they pointed me to  http://www.plesk.com -> 
Downloads -> Utilities
(you'll need to make a login if you don't haveone)

you need web scripts for greation utilities as well as creation utilities.
this allows users to change passwords using a web browser.

i'll try it out and report back.

this does not address setting vacation message for plesk users though so i
am still keeping my eyes open...

I encountered the same problem in the past:
after my installation of poppassd on Linux RedHat 7.3 , I haven't found
the
file /etc/pam.d/poppassd
That file has to exist and to be equal to /etc/pam.d/passwd
So I have done:

cp -f /etc/pam.d/passwd /etc/pam.d/poppassd

Now it works fine.

Dear Users,
 
I'm a system administrator for my hosting company.
Currently we use IMP/Horde for a long time (also Turba) and I thought it
would be time to install passwd
So I dit.
 
I also installed an rpm for poppassd and looked forward to turn it on
(xinetd.d).
 
If someone would change his password, there's always a message that the
old password is incorrect...
 
I use PLESK on my server to administer emails/domains/etc...
