[sork] passwd-2.2 + poppassd-ceti-1.8.3 = password did not change

You edit /etc/hosts.allow and add an entry for your poppassd server.  If
you connect over loopback, it probably would be:

poppassd : 127.0.0.1 : allow

Try adding the above line to your /etc/hosts.allow file, and I think it will
clear up that error.
