BINGO!!
For some stupid reason, I had the $conf['session_name'] = 'Webmail' in
horde.php.
ARGHGGGGGHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH *SLAMS HEAD ON DESK*
