That depends on what your goal is.

What I do is tell Horde to use IMP for logins, and have everyone login
to Horde (via IMP).  Then everything is consistent.  But you may not
want everyone logging into Horde for some reason?  Or have a reason
to have separate Horde and IMP logins?
