Have you tried contacting the Debian maintainers about it? If all you
miss is their email address, here are a few tips, for any Debian
package foo:

 - You can email foo at packages.debian.org to reach the maintainer (and
   other people working on the package if they have taken precaution
   of subscribing to that address).

 - Go to http://packages.debian.org/foo . Click on the "unstable"
   link. Towards the end of the page, there is a mailto: link to the
   maintainer with his name, at the beginning of the sentence:

   _Joe Random Hacker_ is responsible for this Debian package. See the
   _developer information for horde2_.

In your cases the packages would be horde2, horde3, imp3, imp4,
sork-passwd, sork-accounts, etc.

(For all I know, you may already have had long discussions with Ola
 about it, in this case, this paragraph is void, etc.)

What exactly is wrong with the file structure used by the Debian
packages? What file is at what place while it should be where, why?

I tried contributing a patch (to this very mailing list) and never got
any answer. If you think it is dragon dung, OK, I respect that, but
then please at least tell me so, explain why the patch is
unacceptable.
