There are some different initial "vacation.db" you can change it in
the vacation preferences. Try them all.

Have a look at the "home" of the user... You also can do it the other
way: login as "user" and do a "vacation -I" then you'll see, what
sort of initial vacation.db it uses... (compare
to /horde/vacation/files/* )

Other things:
is vacation installaed on the system (in /usr/bin)?
