Thank-you to the Horde team and Vilius who worked hard on this - now
once again my system can be self-contained.

Can I presume that copying horde3/passwd/config/backends.php to
horde4/passwd/config/backends.local.php will not work?

Is it safe/advisable to comment out modules that aren't necessary?
