[sync] Problem with RPC

The best I can tell, the entire wbxml pack is not getting to the WBXML 
Decoder.  I have not been able to find the missing information.  If it 
gives you an error about DTD, then that is it.  I may try and use a 
packet sniffer to see if the packets are being sent to php correctly. 
That is about as far as the implementation has gotten.  I used the 
synthesis syncml pro.  I'll let you know if I can find the problem.
