[sync] WBXML encode problem

Run horde/framework/XML_WBXML/tests/encode-decode.php.  This will work. 
  If you run wbxml2xml (from libwbxml) on 
test-syncml_client_packet_2.xml.wbxml you get:
wbxml2xml failed: Unexpected End Of WBXML Buffer.

It seems we can decode other WBXML packets, and we can decode and encode 
our own packets, but other programs cannot decode our packets.  I think 
it has to do with metainf1.1 URIs.  You can take those out of the test 
packet and see if wbxml2xml will work.
