Hrmm - I could have sworn I had the logging level set properly.  Changed
it to PEAR_LOG_DEBUG, seeing the following in the Horde log:

Mar 21 13:26:08 HORDE [debug] [horde] User  does not have READ
permission for imp [on line 650 of "C:\PHP\pear\Horde\Registry.php"]
