That's too old. SyncML is currently 0.0.6 beta, see
http://cvs.horde.org/co.php?r=1.16&f=framework%2FSyncML%2Fpackage.xml

What's the output of the install-packages script?
Try
./install-packages.php -p SyncML
to install only SyncML and reduce the output.
