By that do you mean the HORDE_3_2_ALPHA cvs tag - which seems to reference: 
(ftp://ftp.horde.org/pub/horde/horde-3.2-alpha.tar.gz)?

And - does this mean that the code currently in head is destined to be
released as Horde 3.2 (as opposed to Horde 4)?

I think that's what you mean, which is great news!
